PVOC Programme for Chinese Imports Withdrawn in Full — GN 7947 of 22 September 2026

The Minister of Trade, Industry and Competition has withdrawn, in its entirety, the Ministerial Directive (GN 7284 of 20 March 2026) that established a Pre-Export Verification of Conformity (PVOC) programme requiring Certificates of Conformity for certain unregulated products imported from the People's Republic of China. From 22 September 2026, no Certificate of Conformity is required under the withdrawn Directive, no new applications will be accepted or processed, and all pending applications are administratively closed with applicants to be notified. The notice expressly preserves all obligations under compulsory specifications and other applicable customs, border-management, consumer-protection, health, safety, or sector-specific legislation.

Cease all new PVOC Certificate of Conformity applications immediately — they will not be accepted or processed.
Update internal trade compliance procedures and import checklists to remove the PVOC Certificate of Conformity requirement for unregulated Chinese products.
Notify affected supply-chain partners, freight forwarders, and customs brokers that the requirement no longer applies.
Confirm that all other regulatory obligations — compulsory specifications, customs, health, safety, and consumer-protection requirements — remain in force and continue to be met.
Monitor for any replacement or revised import-control measures from the Department of Trade, Industry and Competition.
